MALI – Intercultural Network for Health and Education (RISE)
Context
More than 600 people are registered every year with the CECJLS (Centre pour l’Education et la Culture pour Jeunes Luc Sangaré), where there is a library at their disposal and where they receive training (academic support, languages, computer science) at a very low cost. The ambition of the Centre is to develop its activities, namely training, so that the amount of the registrations may cover its operating costs, while remaining affordable for the least well-off students.
Objectives
RISE is the acronym for “Réseau Interculturel pour la Santé et l’Education”. Its general objectives are to take part in the collective allocation of new information and communication technologies in Mali in an original effort to develop North-South relations. The Red Cross also takes part in equipping the centre with computers and didactic material thanks to regular shipments.
The purpose of this project is also to :
- Encourage meetings and intercultural work for 1,000 persons a year, in Monaco and in Mali, thanks to video conferences.
- Enable more than 1,000 underprivileged students to receive training (on site and via e-learning), resources (books and Internet access with an educational purpose), events (conferences and video conferences), together with attendant measures to carry out their studies successfully and obtain a job.
- Generate income to cover the operating costs.
Results obtained
Since the project was inaugurated :
- 400 persons in Monaco and 1,000 in Mali were able to use the video conference as a tool of exchange with a cultural or educational purpose.
- 16 meetings between Bamako and Monaco were organised on topics such as public health(AIDS, hygiene), protection of the environment, economic development, education or intercultural existence.
- Two 4th grade Bamako classes take part in exchanges with Monaco high-school pupils via video conference.
- One Bamako final year class takes part in exchanges with Monaco high-school pupils via video conference;
- For e-learning, 34 students are registered for 102 classes.
Perspectives
- Development of e-learning at the CECJLS for students and for the Malian Red Cross.
- Development of video conferences, namely as a cooperation tool between the institutions of socio-sanitary training in Monaco and Bamako, but also between the Malian and Monegasque Red Cross.

Project Note
Purpose: Support to Bamako students, set up of a video conference operation with a cultural and educational purpose and reinforcement of training thanks to e-learning.
Recipient: 1,000 Malian students, 1,000 persons a year who take part in video conferences.
Partners: Malian Red Cross, Centre pour l’Education et la Culture pour Jeunes Luc Sangaré (CECJLS), SONEMA, International University of Monaco (IUM), International Cooperation Department (DCI), the International Federation of the National Red Cross and Red Crescent Societies (IFRC).
Budget: 120,000 Euros
